We have opted not to go an insurance route but will be implementing waiver forms at our events.

Maybe I can help you. We set up and LLC. Did it on our own with no legal fees. VA basically waives all liability for entities such as civic associations. Would be glad to share how we did it and results of our research. Insurance was too expensive and really not tailored to our needs.
